In FSX, "ambient01" works for just having a part animate freely, but I'm not sure that it works in FS9. It wouldn't hurt to try.

For FS9 add the prefix "tick18_" to the part's name...

e.g., tick18_pilothead

Create up to a 1008 frame animation track and have the pilot scan the instruments, raise his head and scan outside, repeat as needed for a more "random" look.

This is ~56 second animation "loop," so there's plenty of time for three or four complete "scan and pan" sequences!
