Sounds like another tragic case of pilot error, and I'm sure that is the conclusion they'll reach.
The damp weather was probably imparing vision and the fact they flew into a hill suggests very poor visibility.

I have a feeling this could bring about some changes. I mean, it doesn't exactly bode well knowing that ATC didn't pick up on a problem. Pilot error certainly could account for the reason ATC may not have noticed an abnormal altitude... but if they flew through a designated "no-fly" zone... something clearly didn't go according to plan. In any case though, it is not my place to speculate who did what incorrectly, that is the job of the officials. All I can do is offer my condolences and best wishes to those affected by this tragic event.
