Recently, I've seen a few posts regarding effects. (using the [SMOKESYSTEM] feature) We don't really have a correct forum category for these topics. Maybe we need a new one for various other topics on add0on development and modifications?

we might have one here, but for now I would just post them in the aircraft design section. Maybe someone could teach complete n00bs (like me) how to make effects.

Hummmmm....
..........seems to me that if the effect in question was directly related to or attached to an aircraft, and that effect shows in the outside world as tightly relating to that said aircraft... it should get posted in "Aircraft Design".
If that effect is related to the world's scenery, such as buildings, ground, water, clouds, rainbows, sunbursts and so on...it should go in "Scenery and Panel Design".
"Contrails" is the one category that is sort of "in between" and would kinda' fit OK in either place.
I don't think there are enough of this type of posting to warrant a whole forum section. It is already complicated enough to sort things out for ease of use.
