The question you ask is very hard to answer without more information. That is, do you like to fly around large cities or the mountains? Which continent do you prefer? Do you want photo-real ground textures or ones that are generated?
As you can see, there are many ways in which you can improve scenery.

Well...if you are looking for anything top notch, here are my recommendations:
(EDIT: Looks like you originally posted this in the FSX forum, so that answers that question.)
Anything by Godzone Virtual Flight / RealNZ:
http://www.windowlight.co.nz/
If I may specifically recommend their Rotorua/Tauranga package...
http://windowlight.co.nz/store/index.php?main_page=product_info&cPath=2&products...
----------------------------------
Any of the later releases by Flytampa:
http://www.flytampa.org/
The Grenadines look great, and if you have FS2004, try out the freeware Boston (KBOS) before jumping on the payware one.
------------------------------------
Anything by Aerosoft.
I would personally look at the following:
http://www.aerosoft.com/cgi-local/us/iboshop.cgi?showd480!0,5442393890,D11187
http://www.aerosoft.com/cgi-local/us/iboshop.cgi?showd480!0,5442393890,D10531
http://www.aerosoft.com/cgi-local/us/iboshop.cgi?showd480!0,5442393890,10227
Of course there are many more options here.
---------------------------------
This is REALLY popular:
FTX/ORBX Australia!!
Multiple packages, but getting them all will cover the entire continent in extremely high detail, full of custom, lifelike scenery and airports.
http://fullterrain.com/
Also take a look at their brand new US Pacific Northwest product!
-------------------------------
FSDreamteam sceneries. I would specifically recommend Honolulu (PHNL) and Kennedy (KJFK)

All Aerosoft's Germany scenery is pretty good too, lots of high quality airports, scenery, and photo real scenery made with real autogen.
That's my vote.
