Hello,   Is there any reason why,  when you make a IFR flight plan, atc gives you a visual landing to a particular runway, when there is ILS availability at that runway?

The usual reason is that  visual conditions exist which allow a visual approach.  Generally, you can still use the ILS if you want to.

The info about visual approaches would have been on the ATIS.  More arriving traffic can be handled more efficiently with visuals so when they tell you to follow 'so and so', advise you have them in sight and will comply, regardless of the localizer, outer marker etc.
