Is there an addon out there for either FSX or 2004 that puts the entire (or at least a large portion) of the Berlin Wall back in?

Already tried setting the date to 1988?

Russian planes: IL-76 (all standard length ones), Tu-154 and Il-62, Tu-134 and An-24RV&&&&AI flightplans and repaints can be found here

Tried that and did not see anything obvious. I may have found an addon that includes it though, so I'll report back if it does indeed.
