Well for starters, he admitted to using it, and that's how the topic came up. And generally how it would be policed (we're a fairly honest bunch.  Smiley ).

Not if it's freely available, and the program that created it is not needed to run it.

If you use a payware scenery creator to create a scenery for the express purpose of trying to win a contest, then that is considered payware.

However, if you don't need the program to run it, and he uploaded it as freeware, then it's OK, because everyone now has that same option available to them.

The spirit of the competition is Freeware based, so that's why we take such a hard line on payware of any kind in this contest.  It's also the best way to assure a level playing field for everyone who enters.
