All severs everywhere, are stored in nice climate controlled buildings that house multiple servers, and these multiple servers all utilize the same in/out connections to the web.

So if one of those other severs gets some unusually high traffic, then all the other servers in that building will suffer a speed hit, sometimes to the point that other servers lose the ability to connect.

It's all about time of day, and traffic density on the net.

There must have been one hell of an event on one of the servers last night.  

I got so tired of trying to get back on, I went to bed.  

I use these moments as indications that I need a break.
