Wow! I tried to get that brief glimpse of his water rudders, I don't think they were down. He appeared to be attempting a right turn at first and the tail rudder didn't do the turn as he built speed?

Yeah the water rudders appear to be up, if you pause at about 1:01 going on 1:02 then you can see they are up.


It also appears there is another aircraft landing as this one is trying to get off. Who's in charge of this air, I mean waterspace?
