Hi my specs are below i just wanted to know if this video card will make me gain something with the system i have now, for FS9. I was always an ATI user but now i don't know what is going on.I saw some reviews about this Video Card and the price is quite appealing. I know my system needs some modifications but my money is short now and i just want to keep in FS9 with adds and all .

I wouldn't. If I'm looking at the right
model
(different brand maybe), You'd be MUCH farther ahead spending a little more (in this example, $10) to get something like
this

For FS9, more than 512mb of video memory is probably a waste. Also, the 256 bit memory, and the number of stream processors is twice that of the first model, which would offer up much greater performance.
The one thing you might wish to consider in either case would be a beefier power supply. While the one you have now might be enough for the card you're looking at (hard to say with only wattage info given), a good power supply is the heart of a stable system, and not something you want to be just "good enough".
