that would be, ATC RADAR SCREEN v.5 see below for a sample pic.

8th one down
http://www.simviation.com/fs2004utilities3.htm

MUST HAVE 9TH ONE DOWN BEFORE YOU INSTALL ATC RADAR SCREEN!!!

FS2004/2002 ATC Radar Screen v5.0 This program will allow you to control a towered-airport or an entire ARTCC/FIR's sector, in a multiplayer session. Features: view jet airways, victor airways, new SID/STARs window, edit ATIS message, view additional airspaces (ONLY FS2004 users), etc. Doesnt requires any earlier version. Requires the Manuel's Service Pack 3 (below) . By: Manuel Ambulo. 3.3MB

!!!!!!!!!! IF YOU GET THIS...... WHEN YOU GO TO CONNECT TO THE FS HOST MULTIPLAYER..... IT IS AN FS 2004 SESSION!!! NOT A FS 2002 SESSION!!!!!!!!!!

you can ATC from any airport in the world as long as it has a tower!!, or from any AIRSPACE (dont need a tower)... if you choose airspace, you see EVERY airport in your sector and you CONTROL all of them if there is no atc at that airport..... or you control just the airspace above the airports.. whatever you choose to do.  ..... I only focused on KCHS for an example, but as you can tell on the pics below, there are hundreds of airports just around KCHS, Charleston AFB, Charleston South Carolina!

If you need / want any help learning how to work it.... please contact me and I will make a tutorial for you, or anyone else that wants it.

(disclaimer::: lines on the actual program are brighter than they are in my pictures, MS Paint, makes them darker when converting from .bmp to .jpg)

in the short.... YES.  If you do have FS HOST CLIENT, you do not need to start it to run ATC R.S. .. Host Client is only for FSX to connect to FS HOST.

4 programs are needed.

1) FS HOST (session)

2) FS HOST CLIENT - if you plan on flying in FSX

3) ATC Radar Screen 5

ATC R.S. 5 connects to the HOST.  FS 2004 connect to the HOST. FS "X" CLIENT (#2) connects to the HOST.  If you do have FS HOST CLIENT, you do not need to start it to run ATC R.S. .. Host Client is only for FSX to connect to FS HOST.

ATC R.S. sees everyone, everyone sees everyone EXCEPT for ATC (you are in the tower)
