I don't think the Air Force would permit an aircraft to do that. Too high a risk, especially a tanker plane. What do you guys think?

I don't know. The guy on the right is tracking it with his camera and the sound very much resembles a low altitude pass. Having been in the Air Force myself, I can tell you sometimes boredom becomes a problem and has to be dealt with by doing something totally insane.
The one thing I didn't see was a shadow and the perspective really doesn't look correct. It looks as if the aircraft is farther away than it should be.

What do you mean you didn't see a shadow? it was directly in front of the plane the whole time.

I watched again and saw it. Actually it looks to me like the shadow starts in front of the plane, by midway it is directly under the plane, and toward the end it is behind the plane. It also looks darker than the other shadows.

Maybe the video was taken on a cell phone, in which case you would not see everything clearly, it just looks real to me. More real than the airplane losing a wing and landing did. I could be wrong.

I've seen it done plenty of times in my career in the field...it's a common everyday thing for the military, making supply drops and such...so yeah it could happen, but there is much more dust and dirt flying.
Shane makes a good point though, it could be a low low quality camera, but still for a 4 engine
jet
to breeze the ground like that, I would think that even a crappy camera would catch the cloud of dust kicked up behind it.
