Freeware scenery design program for fs2004 (Read 305 times)

I am looking for a FS2004 freeware scenery design program that will create buildings, not just use macros.  I am using Rwy12, but this can not give me custom buildings for certain airports that I want.

What freeware programs are available?

To create them from scratch you are looking at GMax I think
