Does anyone know a Boeing 707 panel which works in FSX?

707... Did you tried the Historic Jetliner Group (HJG) site? They are hosted by simviation at http://www.simviation.com/hjg/main.htm (Or at www.calclassic.com - links).
They have many panels for diferents 707 (olds and laters) " intended for FS2004 but HOWEVER THEY SHOULD BE COMPATIBLE WITH FSX".
They have many interesting B-707, DC-8 and Convair (Kennedy`s Airforce one, John Travolta's...Led Zeppelng tours) and many oters.

The HJ panels will work in FSX

There is a Forum there..take a look at that as well..the subject is well discussed.

There is an FS.X thread explaining how to load them properly.....you must do it exactly as per instruction
