Hi there, is there a program capable of modifying airports like AFCAD but could also insert or delete scenery objects like buildings, trees, and AI traffics?

FS9 or FSX?
For FSX, there are a variety of new tools that allow you to do the things
you mention. However there is no one tool to 'do it all'.

I use Airport Design Editor (ADE) and FSX Planner to do "AFCAD"s for
FSX. I use SBuilderX and FSX_KML to modify landcalss and create
flattens and excludes.
I use Whisplacer to add scenery objects.

All of these tools are free and easy to use.

The recently released version of Airport Design Editor  (1.20)now includes the ability to create flattens, airport backgrounds and land class.  It also provides an easy way to add around 450 of the most common stock airport library objects.
