I wasn't able to buy Wang's Cars, so I did some reading online, and apparantly, completing the driving school there in San Fierro is a pre-requisite. So I painstakenly passed all the tests, which unlocked races, a few more missions at the garage, Wang's Cars, Wheel Arch Angel's shop, and now the import/export at the docks.

Now i'm just experimenting with different cars... Cool
