How do you get it so that the blurring gets stronger the further away from a spot, like on the last one?

Instead of rotating blur (which you applied to the car wheel), choose the other option, it's radial blur or something - the central point is not blurred, then the blur begins in a circle around that point and increases with distance from the centre. You can increase the degree of blur and move the central point of course....

It's called zoom blur on irfanview.

Might it be the same on whatever editing program you're using?
