What is the best program to make water runways and normal runways.

Only a runway not the whole airport.

Payware or freeware.

AFCAD2 for FS9. It can also be used for FSX but some compatibility issues MAY appear.

'.....do I need to click lock to FS or something.'

No. That just keeps the Afcad window centered on your ac position.

Check your airport/runway elevation. If it's below ground or above your eye level you won't see it. Also make sure the elevation you take from the sim is in the same units you are using in Afcad. (Ft. for ft. or M. for M.)

The elevation is in ASL and I don't get ASL on FS.
