The Honours List is actually decided by the PM nowadays. The monarch has little input except for wielding the sword as appropriate. (Think I read somewhere that Her Maj doesn't do that any more.) Petitions are a new gimmick of our current PM, Mr B Liar. Government by petition. I ask you.

bring back total autocratic rule, divine rule to the monarch then we shall be happy

It's odd to me that they've "democratized" even that tradition.
I think bestowing those honors is a perfect task for a monarch in a parliamentary system... A good monarch should have a feel for who's popular, and it's not like they give them land with the title anymore or anything.
