VOR traffic? You mean visual?
Where are you exactly flying to feel like you're flying alone? Did you ever install any add-on traffic like PAI or WOAI, or are you flying with the default traffic only?
Remember that FS default traffic (from 2002 to X) is basically all USA-centric. Outside the States at best you'll have half the traffic inside the USA, normally only GA traffic and at worst no traffic at all. This changes of course if you take the time to install add-on AI traffic.
Try and go on PAI website and install the traffic packages of the airlines you know frequent your main airport more often and you'll see a distinct betterment. In my own base hub airport (LIRN), for example, unless I at least install the Alitalia traffic there are only some GA planes taking the air. Situation gets better in LIRF, but not by much (always without add-on AI traffic). So unless your hub is a major airport, better if in the USA territory, you either install some add-on traffic or fly mostly alone.
