Well it must serve a purpose
A while back I visited the Hanover Luftfahrt museum and saw this. The wing tips are supposed to emulate the wing tips of a bird in flight.

Not sure what to make of the "feathered" wingtips shown in Matt's reply, but the first concept shown on that Stemme is something I've heard of.
The idea is to get the same aspect without as much wingspan... and of course there must be some benefit to pivoting those assemblies as opposed to using ailerons. Probably has less overall drag than the usual arrangement, despite appearances.

Yes, I think I would sooner do the jumping out of an aircraft locked in a safe doing the exscape thing before I meat mother earth than fly in it
