I had that same problem. If you shut down your engines (CTL+Shift+F1) the fuel truck will come to your plane and give you fuel faster and more often than if the engines are on. I think it might be a bug. If I turn my engines off before I call for the fuel truck, the fuel truck doesn't dilly dally and always refuels me.
At the airport I worked as a refueler we were NOT TO FUEL AN AIRCRAFT WITH ENGINES RUNNING( or hot fueling) this was made very clear to us, and if we did, it meant our jobs.
I even got into an argument with an aircrew and my GM stood behind me.
