for a second attempt, its...not bad.  i think you were going for the sense of speed with the blur?  for that to work, the background ned to blur in a direction i.e left to right, top to bottom etc.  i found the shout kinda messed with my eyes, and i found it hard to focus on the 'sharp' image (the a/c) in the middle.  drop by studioV if you have any questions...im sure someone will be able to give you better advice.  i am pretty new to editing myself...i have only edited 3 shots so far.
