How do I make the engine blurr. I know how to make a blurr but its the whole pic that turns blurry???

look for nick's prop and dust effects package and you will find the necessary effects... then a bit of .cfg config and you got it!!!

Yeh you get the idea from that tutorial, though it looks kinda crap! You gotta use the Lasso tool (or equivilent) to select an area you want to effect, not the whole picture...
