If I pay the $30 for WinZip, do I have to pay again next year?

I have a registered version of WinZip & only had to pay once. This also covered all updates up to WinZip 8. WinXP has its own compressed files utility so there should be no need for a separate unzipper utility for normal use.
There are also plenty of freeware alternatives. Here's one although I haven't tried it.

I went to IZArc and I see a blue link on top, then three "Mirrors" beneath. Which one do I download? Do I need an unzipper to unzip this zipped file? It is a zipped file, right?

Click the first link & try it. They're all the same file on different servers. It's an EXE file which doesn't need unzipping. Download it & double-click on it to run the install. As I mentioned earlier, if you have WinXP you shouldn't need it anyway.
