Not that I know off but you can do it with Sbuilder . I did this to create my RAF Tinwald Downs scenery from a post war image.

I always use AFCAD for runways, taxiways, aprons etc. I have only used Sbuilder for the background image, VTP poly and flatten. I also use
Gmax - buildings etc
Arno's Obplacer - for placing Gmax mdls
Excludebuilder2 - for excluding default scenery
Photoshop - to create textures
DXTbmp - to convert 24bit bmp to FS compatiable textures
Treeplanter V4 - as the name suggests
Hope this helps
Edit: Just to clarify, you mention that the taxiways do not align, do you know this because you are able to see this in FS already? If so do you just need to adjust them using AFCAD or is this a complete new one off image you are placing in FS?
Just want to be clear

Thanks.
Okay, What I do is skew to the location of the taxiway/ apron on the background image and then draw it with AFCAD.
