Well, repainting requires a program a little more sophisticated than, say, the default M$ Paint. Something with layer capabilities is preferrable, so you can separate different parts of the texture and put a different base on them. Lots of (expensive) programs can do this, such as Photoshop, Paint Shop Pro, etc, but if you're just starting to paint, and don't have the money for a hugely expensive program (Photoshop-->about $300 American! Paint Shop Pro-->about $90 American) than go get
Pixia
. It's a free program that does layering, so it will work for FS. It isn't nearly as powerful as the other expensive programs, but it will get the job done.
You'll also need
DXTBmp
, which is a converter to put the textures in the right format, as well as make them available for editing. You may also want to click on the link below to get a painting tutorial or two. There are several on that page, so just find one that will work for your particular mind.

Are you sure you're using it properly? Run DXTBmp & select File/Open. The default mode is Any File. Leave it on that. It should open files in any conventional image format.
PS. When it's opened the file format will be indicated at the top of the DXTBmp UI. Take note of this for reference then double-click anywhere on the opened image to send it to your graphics editor for repainting. This will be M$ Paint by default but can be changed to open automatically in most graphics editors.
