Go to the Scenery Section of FS9's Learning Center:
C:\Program Files\Microsoft Games\Flight Simulator 9\FSweb\LearningCenter\TheWorld\TheSceneryLibrary.htm

It reads in part:
"Adding Scenery Areas

If you purchase or download additional compatible scenery, it's best to use the setup program that accompanies the software to install the scenery area. For scenery that doesn't include a setup program, there are three ways to add the scenery manually to Flight Simulator. The method you use depends on whether or not you want to have the flexibility to manage the new scenery separately from other add-on scenery you may have installed."

Reference cited: FS9 Learning Center/TheSceneryLibrary.htm

Good Luck and have fun . . .

As usual WJI gives great advise here.
Like he said it depends upon how you want to work with it . Scenery can be put in at least two places you have the ADDON SCENERY folder and the main scenery folder. Most use the ADDON SCENERY folder for scenery we have added but you can even make your own folder and call it what you want. The only requirements is that the scenery be put inside a folder named scenery Example you can make a folder say ATLANTA_GEORGIA and inside that folder you will need to make a folder called scenery and another folder called texture but only if your scenery has textures with it not all scenery do.
You put the BGL files in the scenery folder the other files if there are any would go in the texture folder.
Then all you have to do is to activate it. 8)
