I see a lot of edits that use this effect but most of them are to busy to look good. But this screenshot is superb for it. Not a lot of extra things so it really makes it look good. Great edit and choice of shot.

NEON effect on the gimp (or it's photoshop equivlent) by any chance?

you can produce some great effects by creating a neon image and merging it (by making the black transparent) with the original image.
