i think 22 teams would be too much for a formula 1 race, but 14 or 15 would be cool

This is nothing new. Any time they ask for entries they get loads of interest because of the closing dates. However as they go through the meetings, teams drop like flies. Either because they can afford it in reality, or the rules or paybacks arn't to their liking. There are only 12 open spots for 2008, so the final spot will likely be given to the team who brings in the most money. Which I am betting will be Dave Richards Pro-Drive company, he also has the added advantage of being Berniechauns friend and butt kisser. I'd like to see 15 teams allowed on the grid, but none of the big 4 would be too pleased about it.
