The two major ones are gmax and FS Design Studio.
Gmax is free and can be downloaded in a number of places, FSDS has to be purchased from Abacus.
I'm an FSDS man myself Wink

Actually, any program that can either export to a direct x file or its output can be converted to an acceptable direct x file that makemdl can use can be used for FS modelling:

Most use either gmax or FSDS (FSDS2 converts directly;  FSDS3, like gmax, uses makemdl)

Other programs:
Blender - use separate converter

Caligari TrueSpace (v4.3 is free; x converter plugin available)

Also known to be used:
3DSMax - again, converter to x file/makemdl.

Rhino

Maya

AC3D

and there are others....
