Depends what you want to do. I find that IrfanView does all I need. Link here. http://www.simviation.com/yabbupload.html

Ctrl + R to resize the image itself. S for Save As..., and the quality control will come up in a little window to the side.

Hope that helps.

Oh, and you must have "Show Options Dialog" ticked in the Save Picture As window.

I really don't know what you mean by 'resize the file size'. You can adjust the quality of the shot in the Save Picture As window, which can reduce file size, but if you don't mean that, I haven't a clue.

I assume you want to post images in the forum. In this case click Image/Resize & type 800 in the box before clicking OK. Then click 'File/Save As' & select JPEG format. A window should pop up where you can adjust the amount of compression. I think this is set by default at 80%. You might need to experiment with the slider to reduce it to the file size you want at the best possible qualty. A lot will depend on the content of the image.
