Charlie is correct (like usual)

The spoilers are automaticly deployed when the main gear touches the ground (when pressure is applied on the struts), but on most aircrafts you have to put the spoilers in the ARM mode.
It may be interesting to know that the spoilers actually consists of
inflight and
ground spoilers.
During a descent if the crew wants more drag they will (and are only able to) extend the inflight spoilers to a certain angle, or else the hull will be severely damaged by the vibrations. But when the aircraft touches the runway, EVERY spoiler panel (inflight+ground) will extend to its maximum.
And the reverse thrust is usually connected to an
air ground sensor, which has to be in ground mode OR if the radio altimeter is less than 10ft(3m). I know that doesnt apply to every aircraft, the DC8 comes to mind.
However, in aircrafts with both forward thrust levers and reverse thrust levers (such as any Boeing) you cannot select reverse thrust unless forward thrust levers are in IDLE
