If you have money in the bank, try these:

1. Paint Shop Pro [version 9 is currently the lates] - about $110
2. Photo Shop - I don't know the price.

If you don't have any money, try Pixia [don't know where it is]. These tools are extremely useful for editing a wide range of image formats [from JPEG to GIF to Bitmap and so on]. After editing, you need DXTBmp [do a google to look for it].

Don't forget to read and study the tutorials located at the FFDS website. You can also seek help over here at SimV if your hands are tied on something [convertion problems, issues with the alpha channels, etc].

Another good website to look at is:
http://www.gjsmith.net/Tutorial/full_tutorial.htm

If you still run into problems, just come over here to SimV. I might be able to help you out.

If you want the best paint program... but a hard program to use, adobe photoshop is the way to go. It drives you crazy for a few weeks, but in the long run its great.
