ATC directing AI traffic to closed runways (Read 153 times)

I've been adding a bunch of AI to some carriers I have located all
over the place and have been fairly successfull in getting things to
work, although it took a lot of tweaking and trial and error to get
things working. There seems to be alot of quirkiness in the FS9
AI engine and things that seems straight forwatd don't always
work as expected.

In any case, I have AI aircraft flying from/to a number of CV's
that are located in the same geographic area.
many take off and land atthe same CV ( not TNG ). These all
seem to use the "active" runway...the main angle deck rwy that
is used for landing and I have also tagged as open for takeoffs
as well in the AFCAD file. ( RWY 26 in this case )
The two bow cat runways, 27L and 27R, I have currently tagged
as closed for both takeoffs and landings. I don't have them connected
to any taxiways so the AI won't/can't use them for takeoffs on
the particular CV I'm currently testing.

What is happening is that some aircraft that arrive from another
CV are being assigned rwy 27R  for landing while the "local" AI is
being assigned properly to rwy 26 for landing.

What is the derterminant for runway assignments for AI?
I haven't been able to uncover any information that would
explain the way my AI is functioning.

Any help or pointers to documentation would be apprecated.
I have all the FS9 SDK's, such as they are....
