I did this once myself.  If I recall I used another utility.  I'm not in a position to check how at the moment, however I should have an answer for you by Sunday or Monday.

Okay, I checked on it:

ExtractTextures.exe is a command line program.  To extract a texture:

Start Menu >>> Run

In Run, type: cmd.exe

When command prompt opens, navigate to your Lock On folder.  Use the 'cd' command and type the path to your Lock On folder.
Example: cd "C:\Program Files\Eagle Dynamics\Lock On\"

Next, type 'ExtractTextures.exe' followed by the .cdds file and the directory to extract too.

Example: ExtractTextures.exe "C:\Program Files\Eagle Dynamics\Lock On\Bazer\World\test.cdds" "C:\Temp"

That should be all.  Sorry I took so long to check.  I don't have easy access to my gaming PC right now.

Place the edited textures into LockOn\Bazar\TempTextures directory.  No need to remake the .cdds file.
