Nothing is unsavable!
I spent about 25 hours over a couple months cleaning this up in Photoshop. I'm not particularly a big fan of the material, but I love a good challenge...
BTW, these are within forums specs, if a bit tall.
The original scan...
The finished product...
HP p7-1300w
AMD Athlon II X4 650 Quad-core 3.2 Ghz
23" HP Widescreen monitor/19" Dell monitor
Windows 7 Home Premium
16 Gb DDR3 PC10600 Ram

1 TB RAID Drives

so im guessing you inverted the colours, and used a method like in psp where it compacts the colours on a scale so to speak to make it darker or lighter??
Or was it a lot o' hard work??

I took the original scan, cropped it, converted it to grayscale, then inverted it. I then pumped up the brightness and contrast to harden the lines and remove some of the noise. After that, I removed the background and that took care of about 50% of the work.
That left me with this:
What is above was about an hour total. The rest was all erasing, removing noise from the edges, re-lettering it, and redrawing a few lines that were too screwed up to save... Then LOTS of going over it and looking for small specks that were left over...
I didn't keep track of the time, so that's a guess. It may have been less, but I know I spent two nights of insomnia with about 8 hours each on it.
