Free Alternatives:

For Panels: MIcrosoft Panel SDK + Notepad (or cfgedit, but it won't handle the newest XML gauges)

A repainter tool: DXTBMP + Gimp! or pixia

PAyware:
For Panels: Microsoft Panel SDK + FS Panel Studio

Repainting Tool: Abacus' FS Repaint! + Paint Shop Pro.

Please note, Paint Shop Pro 9 [PSP9] costs about $110. If you intend to get that program, then save up. However, the price tag is insignificant since PSP offers full control over the images you make [raster painting, image formats, vectors, layering, you name it].
