Have you tried deleting FSUIPC?

You don't need to delete it, just move (to a temporary folder) anything in /modules that starts with FSUIPC (FSUIPC.dll, .ini,  .reg).

If that clears it up go get FSUIPC 2.974 (I think that's the last 2.x) and save 3.x for FS2004.  FSUPIC 2.974 is free and is all you need for FS2002.  Version 3.x adds no functions to FS2002 and you will keep running into registration problems.

You will need to spend some time with Google to find one.  All of the links I found were for v. 3.x.

But before you spend the time, are you sure FSUIPC is causing the problem?  You can make a backup or rename fsuipc.ini and the module will reset itself.  Or you can move the 3 files I mentioned before and effectively disable it.  If the problem persists after FSUIPC is reset or disabled it probably wasn't FSUIPC in the first place.

It is more likely that you have AI turned down to a low percentage or you have messed up traffic.bgl or that you have messed with some of the default aircraft, which are the ones FS uses for AI.
