On most military aircraft of the 50s, 60s and 70s most instruments had their own lights just above the instruments. Both bulbs were red and then there was your night reading lights which had two or three filters, usually white, red and another color.
On my 1963 C172 the instrument light is in the ceiling and the intensity level can be adjusted. This model has manual flaps as well.
There are many different systems in use now on aircraft. I use my flight sim for instrument flying at night and it is annoying when the intensity of the lighting can not be adjusted.
I have flown with many different types of instrument lighting systems and for me I find the individual instrument lighting system is the best. You can actually turn one bulb off and control the intesity of the lighting on each side of the cockpit.
Aircraft and Marine Manufacturers for light General Aviation Aircraft have gone the cheapest route for instrument lighting and it is not that good, especially in inclement weather. I am sure one can order whatever one wants if the cost is no object
