HELP ME!

I have a PA-128 (Piper Cherokee Arrow). When i fly it, it constantly pitches up. Even with the trim fully down it still pitches up. I have tried increasing trim effectiveness, increasing trim limits, messing with horizontal stabilizer incidence, adjusting elevator effectiveness, and decreasing elevator area. Nothing has worked so far. ??? Any ideas?

Is the AP on by any chance? This is the most common cause of this problem.
