XML files can be edited with any text editor. I use Notepad.exe.

If you're running WinXP, after an edit you can then just double click
on the XML file and it will be opened in an Internet Explorer window
and any gross syntax errors will be flagged.

Hi aceronzo,
Gypsy Baron is right, everithing you need to create xml gauges is inside WindowXP. Even a little program to convert both files and bmp in cab. Very easy.

People who sells material to make xml cabs are crafty people, they only want your money.

Use Microsoft FS SDK also make a search with Google for "xml" you will find a lot of good  basic and generic xml tutorials.
Also use Winzip, for exemple, for open an existing cab. Winzip allows to read and decompress cab files. Then open the file with the Notepad like Gypsy Baron said and study inside.

To convert yours files and bmp in cab, you will find this special little program in WindowXP:
System - Windows - System32, the program name is "iexpress". Install a shortcut on your desk and learn how it works.

Seriously, xml is very soft and easy to understand, all my home made panels are 100% home made xml gauges, never got a computer crash. And I'm just a "kitchen table" computer scientist!!!
