PSP7 is payware - I personally prefer the latest version - PSP9.
PSP = Paint Shop Pro from Jasc (now Corel)
DXTBMP is freeware, and should be available from the Design Utilities page here.
You may also want to consider pixia, a freeware graphics program.
Search the computer graphics magazines (that come with CDs, since full-featured PSP5 is provided in some CDs, and for flight simmer purposes is as capable as the later versions.

I like PhotoFiltre for basic stuff. And sometimes i use MS paint
&&Computer Specs: P4 2.8GHz, 512MB RAM, NVIDIA 6600GT 128MB Graphics Card

U use something else as there isnt a editor with FS Repaint..
I use psp, i used 2 be able to find my way around adobe..
but ive picked up some nice skills in psp8 and wont change..

Andrew - FS Repaint does have a basic editor, plus you can call up an external editor (such as PSP,Photoshop, etc) and see your changes as you go.
Generally I use FS Repaint to call up the textures, work them in PSP7/9, then do touch ups with FS Repaint (or VASS Gold, when texturing from the FSDS source file)

The few, personal repaints I've done are using photoshop.

ive only seen it bring up MS Paint
