Is there a visual program that helps in creating gauges for fs9?....or is there any good step by step tutorial that will tell me how to make a PFD or something like that for a glass cockpit?

Ther are two programs out there that I know of that will allow you to designs gauges. CFGEDIT is a freeware progrm but it will not read or make a XML gauge.
FSPANEL STUDIO is the big brother of CFGEDIT but is payware. It  will allow you to make or read a XML gauge.
You can use either version to make a new window or panel with but you have to provide the bitmap if needed, both versions will allow you to add or edit a gauge.
Neither version will allow you to make a virtual cockpit as that is part of the initial design stage. 8)

Either version will allow for editing of a virtual cockpit that already exists though. I've done it often with CFGEdit.  Also, there is a program called Easy Gauge. I think its by Abacus though so check for opinions and reviews before jumping.  Abacus hasn't had a very decent track record in recent years. Since FS 2002 came in they have been behind the curve and developed a pronounced lack of quality control.
