Welcome to the forums! You actually needn't buy a thing for that. Simply download a file called AFCAD and learn to use it and you can modify the layout of airports in any way your heart desires. After that you'll want RWY 12 object placer to add buildings and vehicles and such, and then you'll want to visit PAI for add on AI traffic. All of these are free and discussed more in the scenery and AFCAD sections of the forums.
