Not directly, no. There are different ways to approach it.
1. Use FSSC or Airport to place a small exclusion over the building, make a replacement using GMax, EOD or some other object builder program, create an API (macro) of the object and place that where the original building was in FSSC/Airport.
2. If the building is a 'featured' one in FS9 (eg a special scenery object like the Eiffel Tower, the Taj Mahal, the Empire State etc) it's possible you can use one of the tools that are now available to extract it from the appropriate FS9 world scenery bgl and replace it in it's original spot, but bigger, using a tool such as RWY12 or SceneGenX. You may or may not need an exclusion again for the original, but you shouldn't as you would just place the replacement on top of the original and cover it.
To do either you'll need a bit of scenery design knowledge which means you'll have to roll your sleeves up and start doing the reading and the tutorials

You would have to learn GMax to create a Godzilla model as I doubt there is one already available for placing in FS2004
Then you would export it into the game using the MakeMdl SDK and the established tools.
