When I download panels for diferent airplanes, I find .cab files mixed in with the rest of the guages. They have a winzip tag on them. When I try to open them, I gt all the little bits that go into a guage, but not a clean finished guage. When I load panels, there are some, often many guages missing. What am I supposed to do?

I finally used a dictionary to spell my name right.

Just copy them into the gauges folder, do NOT extract them, the flightsim opens them when it needs them.

Just get those .cab files with the gauges into you FS gauges folder, unextracted, and go flying.

Maybe you need some gauges, that aren´t included in the plane´s package, for example the FS2000 Concord gauges are often used, you can download them here at SimV for example.
