FS2002 pro comes with a version of Gmax and Image Tool, at least I think that's where I got those two programs:
Gmax is used to create 3D objects including aircraft (that's all I know about it), and Image Tool is used for converting file formats for repainting purposes. These programs are not inside FS2002 per se, that is, you won't find them by starting up and looking inside FS2002. Unfortunately, and I do apologize for this, I cannot remember exactly how to locate them, but try this: (1) Look through your Start Menu and see if there are any icons visible and labeled as such. (2) Look through your computer using Explorer to see if any folders are labeled as such. If you still cannot locate them, it's possible that, even if your installation went OK, maybe you didn't specify "Install all" (or whatever it says in the installation instructions). Don't know if you can pick these programs straight off the disks. HOWEVER:
You can download 'Martin Wright's' 'DXTBmp' software to sub for Image Tool (free), and I seem to remember reading somewhere in these posts that a better version of GMax is also available, I think also free. Just do a search on the Net, they'll pop up for you.

Yes, you are on the right track. GMAX and its associated tools are on the CD, forget which one, but is loaded with the full install. You can pick them off the CD's, just load each one and Explore it.
The Imagetool texture tool, Makemdl, and the FSModelExp.DLE plugin to export from Gmax are all essential. Don't forget to offload and install the Help Tutorials, separate files and installations.
Then, you can download the latest gMax 1.2 from discreet.com and the latest Makemdl SDK from MS and be up to speed.
