Which SDK do i need to make new runway light schemes (other than the ones already provided)?

I am not sure that there is one for that. The lights on the runways are part of a airport design program such as Airport For Windows. To my knowledge using a airport design program is the only way to alter or move them, since they are part of the physical airport and not part of the surrounding scenery 8)
