I have this program, and didnt have any trouble with it whatsoever. Just installed and didnt do anything else. It runs when FS2004 is played. BTW, did you get the patch for 2004??

I just got Ultimate Traffic.

http://ultimatetraffic.flight1.net/

After installation it put a couple of icons on my desktop.

According to the instructions you NEED to run the program outside of FS9 and do a COMPILE. The compile will create a traffic.bgl file which FS9 will then use.

Hey Steve,
Install ultimate traffic as normal. Do not have FS running. It will put 2 icons on your desktop. The program itself, to compile, customize, tec,... and a icon for Ultimate traffic updates. Then run the sim!
It should work, that's it. If you are having problems, you can contact their support forum here:

Good luck!
Dave
